This primer is intended for use by staff of
civil society organizations (CSOs) delivering
HIV programming in communities around
the world. Between 2009 and 2020, international donor funding
for HIV decreased by 30 percent. There is a
significant gap between the estimated funding
needed for the HIV response in 2025 and funding
currently available.
