Reliable weather and vulnerability forecasting provide opportunities to reduce the humanitarian impact of certain shocks. Anticipatory action, acting before a shock occurs to prevent its impact, relies on predictive models triggering pre-agreed plans and finance. In cases of limited forecast data or complex environments requiring more preparation time, challenges arise. The UN Central Emergency Response Fund (CERF) faced such questions when planning anticipatory action for floods in South Sudan in 2022.
